Probably over-diagnosed and over-treated.
Strictly balanitis is inflammation of the glans penis, what is more commonly seen is balanoposthitis, inflammation of the foreskin and the underlying glans. Soreness and cracking of the foreskin may be a larger part of the problem than the irritation of the glans.
