DNUK would be interested to know if it was Kenneth Clarke who, when Secretary of state for health, first pioneered the version of consultation so popular with modern employers and politicians that amounts to "we'll go through the motions of listening to you, and then proceed to continue with what we'd planned in the first place, regardless...".
