The Human Tissue Authority was formed as a result of enactment of the Human Tissue Act 2004. Plans for the HTA and HEFA to be subsumed into the Care Quality Commission (to save costs) were subsequently revised.

"The HTA regulates the removal, storage, use and disposal of human bodies, organs and tissue from the living and deceased."

Institutions doing any of the above activities requires a licence, subject to the HTA's guidance and codes of practice - see Human tissue and organs and Human Tissue Act 2004.
