Port Health regulations include

These provide local authorities with certain legal powers, including the power to put a traveller from a country in which a serious disease is prevalent under surveillance, or to require them to be examined. They do not, however, include a power of detention or restraint. As failing to comply with a surveillance order is a crime, it is possible that the Serious Organised Crime And Police Act 2005 might allow arrest/detention/restraint if it is "necessary".
