Usually used in context of trinucleotide repeat expansion that are more than normal but not sufficient to cause the classic genetic disease like Huntington's chorea. As genetic analysis is carried into ever older populations it is actually found that some neurological presentations in the later decades of life are associated with premutations of well characterised congenital conditions such as Fragile X.
